Julia K. "Julie" Phelps, age 58 years, of Jefferson City, Mo., passed away Monday, September 16, 2019 at the University Hospital in Columbia, Mo., surrounded by her family. Visitation will be held at Freeman Mortuary from 4:00 p.m. until 7:00 p.m., Friday, September 20, 2019. In lieu of flowers, memorial contributions are suggested to the American Legion Comfort Warriors.
