Jefferson City Council to vote on property purchase for Clark Avenue roundabout

The Jefferson City Council is set to vote Monday on the sale and purchase of land around the planned Clark Avenue/Dunklin Street roundabout, among other bills.

Bills introduced

City staff is requesting a suspension of the rules for one new bill Monday night, which will allow the council to vote at the same meeting the bill is introduced.

The bill would authorize a $125,000 supplemental appropriation from the general fund, parks fund, parking fund, transit fund and wastewater fund to the self-funded health insurance fund.

The insurance fund requires a transfer of $125,000 so there is not a negative fund balance at the end of the fiscal year, according to the bill summary.

City staff will also introduce two other new bills to the council, to be voted on at the council's second January meeting.

The first would authorize a supplemental agreement with Burns & McDonnell for construction services associated with the replacement of some airfield lighting at Jefferson City Memorial Airport.

Burns & McDonnell recently provided design for the lighting project, and the new agreement would keep them involved for construction.

Construction will be funded 100 percent by grant funds from the State Aviation Trust Fund through the Missouri Department of Transportation.

The final new bill would authorize an interlocal agreement between Jefferson City and Cole and Boone counties for a joint grant application to the Missouri 911 Service Board.

The 2020 Winter Grant Program could provide up to $97,540 to enhance the Public Safety Answering Point, or emergency call center, by purchasing new interfacing software.

Bills pending

Council is set to vote on a collection of agreements relating to property around the planned Clark/Dunklin roundabout.

The bill would authorize three agreements. The first would allow the city to purchase the property at 627 Clark Ave., formerly a Break Time gas station, from MFA Oil for $200,000.

The second would purchase 623 Clark Ave., currently the site of Scuba Adventure, from owner Jeffery Adams for $220,000.

The third would sell the property at 1136 E. Dunklin St. to the Joshua House Church for $220,000. The city purchased the property where the church is located for the roundabout in December 2019, but recent changes to the plan have removed the majority of the property from the roundabout area.

A bill to approve a utility relocation agreement with Ameren Missouri relating to the Bicentennial Bridge project will also be voted on.

The agreement would provide the relocation of existing electrical lines necessary to construct the Bicentennial Bridge.

The bill also includes acceptance of a grant from the Jefferson City Parks Foundation to pay for the $154,830 agreement.

The council will also vote on a land swap agreement with Capital Region Medical Center. The swap would trade a city-owned property on Russell Street with a CRMC-owned property that borders Franklin Street.
