A Jefferson City man was formally charged after a domestic assault incident Thursday.

According to Jefferson City Police Department reports, officers responded at 10:10 a.m. Thursday to the 1400 block of Hough Street to investigate a domestic violence offense.

The reporting person advised that a subject had been assaulted and the suspect, later identified as Brandon Neuner, 46, was refusing to allow the victim to leave.

Responding officers contacted Neuner through the front door and while distracted by officers, the victim was able to escape through a rear exit of the home.

Once outside, officers said they observed obvious injuries to the victim. An attempt was made to contact Neuner, whom according to the victim had begun barricading the doors. Additional officers responded to the scene and established a perimeter around the residence.

Negotiations were established by phone with Neuner in an attempt to take him into custody. After approximately 30 minutes, Neuner surrendered without further incident.

Early Friday morning, Neuner was charged by the Cole County prosecutor's office with second-degree kidnapping and third-degree domestic assault.
