Carmen Cleo Blackburn, age 92, of Russellville, died Wednesday, October 31, 2012, at Heritage Hall in Centralia. She was born February 2, 1920, in Scrivner, a daughter of Tony Joseph Niemeyer and Elva Leota Carrender Miles. Carmen was united in marriage to William Lloyd Blackburn on July 28, 1936, in California, Missouri. Lloyd preceded her in death January 31, 1998. Carmen attended the Mt. Carmel School near Russellville. For most of her life she was a hairdresser, working at Grace's Beauty Shop in Jefferson City and later owning Carmen's Beauty Shop in Russellville. She was a faithful member of the Scrivner Church of Christ near Russellville. Carmen enjoyed spending time with her family and friends. Survivors include her daughter, Arletta Wiser and her friend Bob Snell of Centralia; her son, William "Leroy" Blackburn of Russellville; four grandchildren, Pam Rackers and husband Mike, Justin Wiser, Carie Stark and husband Terry and Cory Blackburn and wife Susan, six great-grandchildren, Diedre Owens, Chad Rackers, Dustin Rackers, Christian Campbell, Karma Bittle, Garrett Stark, Ethan Blackburn and Gavin Blackburn, 11 great-great-grandchildren, along with other relatives and friends. In addition to her husband, she was preceded in death by her parents and her son-in-law, Marvin Wiser. Funeral services will be 2:00 p.m. Monday, November 5, at the Scrivner-Morrow Funeral Home in Russellville with Tom Crain officiating. Interment will be in the Mt. Carmel Cemetery near Russellville. The family will receive friends from 12:00 noon until service time at the funeral home on Monday. Memorial contributions are suggested to the Mt. Carmel Cemetery or the Susan G.
