JEFFERSON CITY, Mo. (AP) - Republican U.S. Sen. Roy Blunt told legislators from Missouri that the government needs to prioritize and can do so by determining what level of government is best able to address problems.

In a speech before the Missouri House Wednesday, Blunt said the first question when confronting a problem should be whether the issue is one for the government to address.

He says the next consideration should be whether federal, state or local officials are best positioned to address the situation. Blunt says the problem solvers closer to the issue are more likely to address it with common sense.

Blunt addressed the full House. He also spoke to the Republican caucus in the state Senate.

Missouri U.S. Sen. Kit Bond also spoke to state lawmakers frequently before he retired from Congress.
