After making changes to the document, the Jefferson City Council has approved a draft request for proposals on a conference center.
The vote was 9-0 with Third Ward Councilman Bryan Pope unable to attend Monday night's meeting.
This culminated a process begun in late May.
The RFP outlines a partnership between the city and hotelier, or developer, to construct an exhibit or banquet hall.
The city would provide funding for the construction, set at $9 million from the lodging tax contributions.
Among the changes made Monday night was one in the area outlining the city's contribution to the project.
