As Mid-Missourians watch Missouri River levels and fluctuating forecasts, and hear the stories of massive flooding from near St. Joseph north into the Dakotas, many are wondering whom to blame.

Is the unpredictability of Mother Nature solely responsible, or did the U.S. Army Corps of Engineers mismanage its upstream reservoir system?
