Tax break for military passes

JEFFERSON CITY (AP) - Campaign finance reports would have to be filed electronically with the Missouri Ethics Commission under legislation passed by lawmakers.

Senators voted 28-3 Monday to send the measure to Gov. Jay Nixon.

Currently some candidates can file campaign reports with local election officials, and not all records are now available online.

Republican Sen. Will Kraus ushered the bill through the Senate. He says the goal is to streamline record-keeping and make those reports more accessible.

Some senators criticized the proposal, saying it would make it difficult for candidates in areas of the state with shoddy internet access to file reports.

Lawmakers also have passed an income-tax deduction for active duty members of the military.

Senators voted 30-0 Monday to send the bill Nixon.

The measure would allow members of the armed forces to deduct income earned on active duty from those members' adjusted gross incomes for the state.

Married couples filing jointly could also deduct that income.

Legislative researchers estimate the proposal would cost the state at least $3.6 million in lost general revenue for a full fiscal year.

Republican sponsor Sen. Wayne Wallingford says the loss is worth helping members of the military.

Meanwhile, guidelines on how courts should handle custody battles over embryos are moving through the Missouri Legislature.

The House approved a proposal Monday that says judges must consider what would give an embryo the best chance of developing when settling a custody dispute between egg and sperm donors.

Courts could not allow embryos to be terminated or unused in disputes, but a donor would be allowed to give up their parental rights and obligations.

The measure was spurred by a St. Louis woman in a legal dispute with her ex-husband over access to two embryos.

Rep. John McCaherty, a High Ridge Republican, said courts have left embryos frozen rather than granting custody to a donor.

The measure now goes to the Senate.
