Grand jury indictments include shooting, chase

The Cole County Grand Jury handed down several indictments this week, finding there was enough evidence to send the cases on to the circuit courts for possible trial.

Among those indicted was a Jefferson City man in connection with a shooting in April.

Jordan Willis, 18, whose address was listed in court documents as 1012 E. High St., is charged with first-degree assault, armed criminal action and unlawful use of a weapon.

The shooting occurred at an apartment complex in the 800 block of Monroe Street.

Jefferson City Police report Willis and two others were seen walking away from the area after the shooting.

Video surveillance in the area captured Willis and the other men in a fight. Willis is seen firing a gun in the direction of the subject as he fled the area on foot. A .40-caliber pistol was recovered along the path the three men traveled.

Three witnesses identified Willis in either a line-up or on video.

Willis admitted to possessing a firearm when he and the other men went to the complex. During the altercation, one of them took out a gun, and Willis said he fired at the individual but didn't know how many times.

Also indicted were a man and woman from Jefferson City facing charges in connection with recent thefts from vehicles.

Troy Wieberg, 33, is charged with felony theft. Jessica Watts , 22, is charged with possession of burglar's tools.

Jefferson City Police Department statements show Wieberg and Watts were taken into custody in May from a vehicle parked on the parking lot of Walgreens on Missouri Boulevard.

"Several items which are commonly known to be used to commit burglaries were discovered in plain view inside the vehicle," according to police reports. A CenturyLink modem was also found in the vehicle, and it was later learned to have been stolen from a residence in Cole County. Also found were radios, a ski mask, several flashlights and black gloves.

Several notebooks were found with lists of addresses in the Jefferson City area where there had been numerous recent burglaries and thefts from vehicles.

Also indicted was a Russellville man, who is a convicted sex offender, charged with loitering at a public park in May.

Daniel Gessman, 41, is charged with being within 500 feet of a public park or swimming pool. He is also charged with being within 500 feet of a public school building.

Jefferson City Police reports show Gessman was parked in the 1400 block of Boss Terrace, 500 feet from McKay Park. He is barred from areas near public parks.

Gessman was caught on video by a resident, who approached Gessman's van and confronted him, prompting him to leave.

Another Boss Terrace resident told police he had seen Gessman parked in an area of a school bus stop at Sunset Lake and Southridge Drive, which is also within 500 feet of McKay Park.

Gessman was convicted of second-degree statutory rape in September 1999.

Also indicted was a Jefferson City man facing multiple charges after leading authorities on a two-county vehicle chase in January.

Joseph Carignan, 32, is charged with first-degree attempted arson and first-degree domestic assault after leaving gas turned on at a female acquaintance's home.

According to law enforcement agencies, the episode began at a residence in the 3100 block of Kara Street.

A woman at the address ended a relationship with Carignan and he began making threats, prompting her to get an order of protection

After this incident, police officers saw Carignan leave the residence and tried to stop him on suspicion of DWI. He fled, leading officers in a high-speed pursuit along Missouri 179, Country Club Drive and south on South Country Club Drive.

Sheriff's deputies took up the chase as Carignan headed westbound on Route C into Moniteau County with speeds up to 100 mph before he was finally stopped near High Point Middle School.

After Carignan was arrested, the Jefferson City Fire Department was called to the Kara Street residence for a gas odor.

The woman who rebuffed Carignan had arrived home, opened the front door and was overcome by a strong odor of gas. She found all four gas burners were turned on and the flame extinguished. The furnace had been turned up to 93 degrees in an  apparent attempt to ignite the gas.

Carignan has prior arrests and felony convictions for narcotics distribution, second-degree domestic assault and first-degree burglary.
