JC Parks-Rec approves facility cost-share proposals

The Jefferson City Parks and Recreation Commission has approved two proposals to cost-share work for the planned multipurpose building with Lincoln University.

At a special commission meeting Tuesday, members approved proposals for two subcontractors: Central Missouri Professional Services, which will complete a site survey, and Gredell Engineering Resources, which will complete geotechnical engineering investigations. Commissioner Brad Bates abstained from voting on either proposal.

Both proposals were recommended by Architects Alliance, which is handling the architectural work on the facility. Parks, Recreation and Forestry Department Director Bill Lockwood said the department and the university will cost-share both proposals, each paying half the total cost. The site survey is estimated to cost $14,390, and the geotechnical engineering work is estimated at $22,500 total.

A separate cost-share agreement for architect services for construction of the facility is expected to be taken to the Lincoln University Board of Curators for approval at its Feb. 5 board meeting. The agreement would then go to the Parks and Recreation Commission on Feb. 10 for approval.

Last year, the commission authorized department staff to pursue a potential collaboration with Lincoln University on a proposed multipurpose building, where it would operate as both a multipurpose facility and a student recreational facility on Lafayette Street.

Between Lincoln University and the parks commission, $10.1 million is available for the collaborative project. The total project, with four courts and an elevated walking track, is projected to cost between $11.5 and $13.8 million, leaving a funding gap of $706,000 to $2.98 million, which led the City Council to approve a $1.5 million line of credit in December.

Lincoln University is hoping to complete the project by the fall 2016 semester because current students are being charged a fee to construct the facility.
