Is there a city tax added to each cab fare? Self-serving?

they would get the tax, if there is one, even if there was other cab companies. perhaps less tax if the faires were competitive. so maybe it is self serving. I just don't know why jeff city is so hung up on having no competition. If you have been around enough you knows this issue goes back to the 90's when they refined the codes to say you had to have so many cars in a fleet. but whenever someone expresses interest there is a redefine and it appears its to keep competition out. free market as long as it doesn't step on some cousins toes?
