State finalizes animal care rules

The new rules for dog breeding facilities have been finalized, the state Agriculture department said Friday.

The rules follow last spring's passage of the "Missouri Solution" law to replace the "Puppy Mill Cruelty Law" that voters adopted last November by a 51.6 percent to 48.4 percent margin, or 61,680 more "yes" votes than "no" votes out of the 1,934,060 votes cast.

The department reported state agriculture director Jon Hagler revised the proposed rules "after reviewing thousands of comments from Missourians and conducting public meetings throughout the state."
