When the Jefferson City Parks and Recreation Commission and Multipurpose Building Steering Committee had a chance to see the final report for the proposed facility at a work session Tuesday afternoon, “bare bones” was the driving force.

As Ballard*King & Associates consultant Darin Barr pointed out repeatedly during the meeting, the proposed plan for a multipurpose has been pared down from ....
