Tour gives glimpse of hidden gems upstairs over High Street

“Fascinating” was a word heard frequently during Sunday’s self-guided tours of downtown loft areas.
“Hidden Spaces, Secret Places” was a free event sponsored by the Chamber of Commerce’s Downtown Action Team in conjunction with the Historic City of Jefferson.
A goal of the event was to stimulate interest in downtown loft apartments. But it wasn’t just young urban professionals seeking a hip place to live. All walks of life showed to see the nine lofts areas along the 100 and 200 blocks of East High Street, including ....

Wouldn't the property owners develop these areas if they had potential to provide a return on investment?
Not sure what the tour was supposed to accomplish, unless they are trying to get support for more taxpayer subsidy to give these property owners more of our tax dollars to improve their private properties?

I went to the showing of the buildings on Sunday, I didn't have anything better to do. I also did not have any intentions to buy/rent anything, but was nice to see the inside of some of the buildings.
