A $61 million budget for 2011 was approved by the Cole County Commission on Thursday.
In a letter to elected officeholders and department heads, commissioners said growth, at best, will be modest with no increase in sales tax revenue and the special revenue funds for the county.
Total basic revenue is projected to be more than $37.3 million.
