Ryan: 2013 earliest to repeal health care law

WASHINGTON (AP) - The Republican in line to lead the House budget committee says the GOP needs a "better Senate" and President Barack Obama out of office before they can fully scrap Democrats' health care law.

Rep. Paul Ryan of Wisconsin says that House Republicans will move forward with a "repeal and replace" strategy to dismantle Democrats' legislative achievement. But he acknowledges that with Democrats in charge of the Senate and Obama in the White House, it's a tough path to scrap the law before 2013.

Ryan says that Tuesday's elections were "an electoral repudiation" of the Democratic agenda and that Republicans are ready to cut spending and force the Obama administration to make tough choices.

Ryan appeared Sunday on "Fox News Sunday."
