Holts Summit approves $20,000 change order in sewer project

HOLTS SUMMIT, Mo. - The Holts Summit Board of Aldermen approved a change order to the sewer project Friday.

The vote was called over email, an nontraditional method of meeting, because a decision was needed quickly Friday morning so the construction company could order a pipe and continue work on the project.

The board chose email, instead of a method such as Zoom, because some attendees were at work, city administrator Hanna Lechner said. Aldermen serve on the board in addition to other full-time responsibilities. Members of the public were notified about the email meeting via Facebook, the city's website and a bulletin board at Holts Summit City Hall, and had the option of requesting to be added to the email chain.

The approved change order added $19,815 to the nearly $6 million contract with Ryan Construction.

The update was necessary because as work continued on the project to update Holts Summit's sewer system and connect it to Jefferson City, crews discovered a water line at the intersection of Halifax Road, Nieman Road and Major Terrace wasn't where the plans indicated it would be.

State law requires sewer lines stay at least 10 feet away from water lines unless a restrained joint pipe is used. The additional cost is related to using a more expensive restrained joint pipe.
