Jefferson City Council to vote on Capitol Avenue demolition

The Jefferson City Council is set to vote on two bills relating to the demolition of a home on Capitol Avenue.

Two new bills will be introduced and voted on during Monday's meeting. The council can vote to suspend the usual rules and vote during the same meeting a bill is introduced if requested by city staff.

The first would authorize a $12,602 supplemental appropriation to pay for the demolition of 519 Capitol Ave.

The property, owned by Barbara Buescher, has been on the city's dangerous building list since at least November 2019, according to the dangerous building summary.

The second bill to be voted on Monday would award the demolition contract for the property to Premier Demolition.

The total cost of the demolition contract is $87,849. The $12,602 supplemental appropriation would make up a shortfall in the city's demolition account to cover the full cost of the project.

After demolition, the property owner will have an opportunity to reimburse the city. If the city isn't reimbursed, a special tax bill lien would be placed on the property and reimbursement could be pursued through legal actions.

New bills

Sonny Sanders, director of the city's Planning and Protective Services Department, will introduce a bill to approve a preliminary PUD plan for 311 Bolivar St.

The planned unit development at 311 Bolivar St. includes construction of a 2,500-square-foot, two-story building that would house a coffee shop, roastery and short-term rental space.

The application was submitted by Oakbrook Properties LLC.

The PUD plan outlines the site design with the main parking lot accessed from Bolivar Street and smaller parking area accessed via the alley on the northern side of the property, according to the bill.

The application was previously approved by the city's Planning and Zoning Commission.

The council can vote on this bill at its next meeting Oct. 19.

Residents may attend the City Council meeting in person but must wear a face mask in compliance with the mayor's emergency proclamation requiring face masks during city meetings. Social distancing within the council chambers is recommended.
