Cole County Courthouse repairs pass inspection

Cole County commissioners signed a letter from Central Missouri Professional Services on Wednesday confirming repair work on the Cole County Courthouse grounds had passed inspection.

At the end of July, a final walkthrough examination of construction and landscaping work done at the courthouse grounds found more than 30 construction deficiencies and unfinished work on the project. This included the stair risers on the Monroe Street side of the building varying in height. Also, the basement level of the courthouse had water leaking into the southwest corner of the building, at the intersection of Monroe and High streets, in the area of the public administrator's office, and the flagpole was off center on its base.

This led CMPS, The Architects Alliance and GBH Builders to meet with the commission about the work needing to be redone.

In October 2019, commissioners awarded GBH Builders the construction contract for the project. GBH, in turn, subcontracted with Central Missouri Construction Services.

Work on the project started about two weeks after the commission awarded the contract.

During meetings among the parties involved about how the work was progressing throughout the project, CMPS and The Architects Alliance told GBH they were finding work that was not acceptable, and GBH agreed improvements needed to be made.

GBH made the repairs on the original work and used no subcontractors.

GBH and the county still have to discuss liquidated damages.

Contract documents with GBH show the project was originally listed as completed June 5, and it was determined to be "substantially complete" July 2. That exceeded the required project completion date of 27 days.

Under the contract, liquidated damages are to be assessed at $750 per calendar day, which totals $20,250. The County Commission has the discretion to determine if these liquidated damages should be enforced and collected.
