Airport project bills to be introduced

During Monday's Jefferson City Council meeting, the council will vote on a pedestrian underpass agreement for construction of the Bicentennial Bridge and introduce new bills related to the Jefferson City Memorial Airport.

The council will introduce a pedestrian underpass agreement with Union Pacific Railroad Company to provide access to Adrian's Island during construction of the Bicentennial Bridge.

The council is expected to suspend the rules and both introduce and vote on the bill Monday, according to the agenda.

The agreement will provide temporary and permanent access to UPRR property for construction of the bridge. The bill also accepts a local grant of $100,000 from the Jefferson City Parks and Recreation Foundation for the cost of the agreement and other related incidental expenses.

Bills pending

The council will also vote on a number of bills that have been previously introduced.

A bill to authorize a supplemental appropriation for gap financing of the East Capitol Avenue Redevelopment Project will be taken up by the council Monday.

The bill would move $50,357.60 from the city's general fund to pay for the city's obligation to the Jefferson City Housing Authority.

In 2018, the city entered into an agreement with the Housing Authority that the city would pay the difference between the Housing Authority's costs and the selling price of historic homes on East Capitol Avenue.

To date, the council has appropriated $259,000 to reimburse the Housing Authority, although it was assumed the project would cost more than that. Of that original appropriation, $51,772.55 is still available.

In July 2020, the city received an invoice for $102,130.15 for reimbursement of 501, 507, 511 and 513 E. Capitol Ave., making a second appropriation necessary.

Also, a bill to terminate and dissolve the High Street Tax Increment Financing Plan will be taken up.

The TIF was approved by the council in December 2002 for redevelopment of 900 and 902 E. High St. The redevelopment project has since been completed and the project costs have been paid, so terminating the TIF is recommended, according to city documents. There will be no fiscal impact from this action.

The council will also hold a public hearing on a bill to establish the property tax rate.

The city is required by state statute to establish its property tax rates on an annual basis. The bill will establish the general fund tax rate at 0.4600 percent and the firemen's retirement rate at 0.5561 percent, which are the current tax rates.

Other pending bills include adjustment of the construction permit fee calculation method, creation of a water conditioning contractors license and approval of a $78,805 supplemental appropriation from the city's general revenue fund.

New bills

City staff will introduce two bills relating to the Jefferson City Memorial Airport.

One would authorize an agreement with Burns and McDonnell Engineering Company for design and construction services associated with the apron maintenance project at the airport.

The project includes replacement of existing asphalt transitions between the main ramp and north ramp.

The other bill would authorize a grant agreement between the Missouri Highways and Transportation Commission and Jefferson City to complete the design work associated with the apron maintenance project.

The grant would fund 90 percent of the project cost, or $143,586. The remaining 10 percent would be funded through the airport's portion of the half-cent Capital Improvement Sales Tax.

Other new bills include a budget adjustment of an employee position in the Department of Parks and Recreation, two amendments to city code and a development agreement related to 813 Madison Ave.

Residents may attend the City Council meeting in person but must wear a face mask in compliance with the mayor's emergency proclamation requiring face masks during city meetings. Social distancing within the council chambers is recommended.
