A fair comment to make, and thank you for making it. As much as Proposition B was discussed (argued about), it is insulting to imply that we, who voted for it, must be uninformed.
What matters now isn't the vote by county, which doesn't have a lot of meaning when it comes to state law. What matters is vote by district.
I have a spreadsheet with votes broken down by House of Representative and Senate district. From my analysis, what I'm finding is:
Senate districts
20 districts voted for Proposition B, 14 voted against
House districts
86 districts voted for Proposition B, 77 against
Senator Stouffer should have no luck with his bill, either as a majority vote in the legislature, or against a governor veto. Especially if we remind our state reps to respect our votes.

Stouffer is a hick who doesn't understand how government works.
