In a way it is sad and even disrespectful to turn the old MSP into a funhouse or a carnival attraction. The pain, the suffering, the suicides, the rapes and murders, the human misery that we, as a society, allowed to happen in that hell-hole for so many years should not be glamorized. Whatsoever you do, to these, the least of my brothers...
In the end, it is a place, like any other. They let people tour the Roman Coliseum, ruins of ancient civilizations that practiced human sacrifice, and many other places just like them. Prisons are a bad, scary place, but people are interested in this one, like Alcatraz and many other decommissioned prisons, for many reasons. Why wouldn't the public be allowed to see it?
