You won't get any argument from me on those points. I also have a real issue with the States easy and loose internal "experience" scale which is why alot of those people with Graduate (and Undergrad) degrees get the shaft.
Ya know Lifer, and I will direct this mostly at you since it is almost 4:30 which means the State employees are gone so not trolling these forums any longer. You say Missouri is ranked 50th in what it pays it's government employees. I won't dispute that but hey, things are what they are.
Missouri has only one real industry. Agriculture. Not the highest of revenue generating prospects mostly due to Federal manipulation. The mines have all been shut down by the EPA. We have no oil to speak of or Natural Gas. We attempt to create a vacation/tourism industry but that is a double edged sword of low wage service jobs and restaurant servers. We get some revenue from lumber, gravel, stone and sand gathering and really that's about it.
Sure there are other agricultural states but they dwarf Missouri in output mostly because so much of our State is rugged and again the mines have been closed so the rugged becomes tourism centers like the Lake and Branson. We export a number of agricultural commodities but none of them in the volume other states do.
Another industry we have one advantage in is warehousing but that is a slim advantage with even slimmer margins and easily packed up and moved elsewhere.
Our government cannot measure itself against other States it can only measure itself against the conditions home allows.
You don't know what your talking about Lifer, I have heard otherwise from too many folks and seen the turnover at other places. Compare the turnover at say any private location that hires High School graduates and I assure you the turnover will be much higher in those positions.
Any data would be meaningless unless presented side by side with actual turnover at other employers compared by education and experience needed for those positions.
And the government sector is growing in all those Eastern States you seem to like. Find a job there. Many of those states are in deep financial trouble and going to get deeper once Fed pumping stops and allows a normal economy to emerge. Can we say pension crisis?
The Government from City to Federal has bloated itself right out of a pay raise. Be happy Missouri see's that and is not digging it's hole deeper.

Good question. Or put another way.
Why are the taxpayers footing the bill for State Employee Sam's club memberships?

Very well so go in and identify those employees who add value and do a good job and give them a raise. Do not give them all a raise.
