The so-called 'Obama phone' has nothing to do with President Obama. The Lifeline Assistance program was instituted in the 80's under President Reagan. The Telecommunications Act of 1996, signed by President Clinton, offered either cell or landline service to low income people that qualify. The program is funded through the Universal Service Fund, which telecommunications companies pass on to consumers as the Universal Service fee. Your claim that the president was reelected based on the abuses of this program is nothing but conservative propaganda.
