The NCAA overstepped its authority by imposing hefty sanctions on Penn State University in the wake of the Jerry Sandusky child molestation scandal, Pennsylvania Gov. Tom Corbett said Wednesday as he filed a federal antitrust lawsuit against the college athletics governing body.
