This Aug. 19, 2008 photograph released by the University of Mississippi Brand Photography Services shows Dr. Mahmoud ElSohly, who directs the federally sponsored medical marijuana operation in at the University of Mississippi in Oxford, Miss. For the past three decades, the federal government has been providing a handful of patients with some of the highest grade marijuana around. The program grew out of a 1976 court settlement that created the country’s first legal pot smoker.
