Workers build a levee Tuesday in South Sioux City, Neb. Communities along the Missouri River are battling flooding and keeping an eye on water levels in the wake of record high releases from upstream Missouri River reservoirs.

When the Missouri River leaped out of its banks in 1993, the floodwaters were merciless, damaging nearly every levee along the swollen channel in its namesake state and inundating thousands of homes, farms and businesses.
