Construction continues on the new Jefferson City Animal Shelter seen here Wedensday on Hyde Park Drive. Bradley Jacobs, 28, of Jefferson City, has been charged with felony stealing and first-degree property damage for allegedly taking galvanized piping and two new boxes of hurricane clips valued at $2500 on Dec. 20 from the construction site.
