Knee deep in flood water, Crittenden County, Ark., Deputy Darryn Richardson wades through his apartment to retrieve his hunting rifles Wednesday in West Memphis, Ark., where most of the ground-floor units were flooded by storm runoff. At least 16 dead in second day of storms
