Deanna Kay (Yowell) Gallagher, passed away peacefully on Thursday, January 18, 2018, in her home located in Jefferson City, Mo. with her daughter by her side. Born November 30, 1950, in Moberly, Mo., she was the daughter of the late Orville and Zeda Yowell. On December 3, 1987, she married Chuck Gallagher of Lake St. Louis who preceded her in death on January 2, 1997. Deanna retired from the Department of Labor Employment Security. Prior to retirement she Lobbied for children at risk; served with the Federal Emergency Management Agency; served as St. Charles County Chairperson to President Elect Bill Clinton; served as St. Charles County Democrat Club President; Elected delegate to the 1992 National Democratic Convention in New York City; Elected alternate delegate to the 1996 National Democratic Convention in Chicago; Employed as Legislative Assistant and Secretary to Representative Ozzie Osbourn, District 14; and served in the U.S. Army Reserves, 5503rd Unit, Columbia, Mo. Deanna is survived by her daughter, April Gallagher, Jefferson City, Mo.; sister and brother-in-law, Treva and Robert (Bob) Mongler, Moberly, Mo.; nephew, Justin Mongler and Fiancé Christy Mendenhall, Columbia, Mo.; and a host of other relatives and friends. In addition to her parents she was preceded in death by one Aunt, Laverna Humphrey; two Uncles, Robert Yowell and Marshall Freeman. Words of comfort and support may be shared with the family at the visitation held on Wednesday, January 24, 2018, from 4:00 p.m. to 6:00 p.m. at Cater Funeral Home of Moberly, Mo. A celebration of life honoring Deanna will follow at 6:00 p.m. In lieu of flowers, memorial contributions may be made to Capital Region Medical Foundation - Goldschmidt Cancer Center, P.O.
