Reducing atmospheric carbon

U.S. Rep. Theodore Deutch introduced The Energy Innovation and Carbon Dividend Act of 2019, H.R. 763 on 1/24/19. This is a bipartisan bill to help solve climate change. The policy will reduce America’s emissions by at least 40 percent in the first 12 years. It will improve health and save lives in addition to putting money directly into people’s pockets every month since fees collected on carbon emissions will be allocated to all Americans to spend any way they choose.

The policy puts a fee on fossil fuels like coal, oil and gas. It starts low and grows over time. It will create 2.1 million new jobs. To protect U.S. manufacturers and jobs, imported goods will be assessed a border carbon adjustment and goods exported from the U.S. will receive a refund under the policy.
