Jefferson City officials announced Wednesday that Bill Betts, current information technology services director, has been promoted to assistant city administrator, a position that technically does not exist yet.

The City Council went into what was described as a 21⁄2-hour closed session Tuesday night to discuss personnel, which was expected to result in the hiring of a new finance director. Instead, the new position was announced to replace that of finance director.
