Two Mid-Missouri legislators vote against Boeing incentives

Was price tag too high?

Two Mid-Missouri representatives voted against a bill Friday that includes $1.7 billion in economic incentives meant to attract Boeing Co. to build its 777X commercial jet in the St. Louis area.

The House passed the bill Friday 127-20, and the Senate passed it Wednesday 23-8.

Gov. Jay Nixon is expected to sign the bill early next week, so that the economic incentives may be included in a proposal to Boeing due Dec. 10.

Rep. Jay Barnes, R-Jefferson City, said he voted against the bill because he believes "it's an iffy proposition for taxpayers that this project will pay off at $1.7 billion."

"If I were looking at this and looking to potentially invest my own money in a scheme like this, I would say, "No way!'" Barnes said. "So, if I'm not going to vote for a bill that I wouldn't invest my own money in, I'm not going to vote to invest taxpayer money in it."

He said the price tag is too high.

"I think there's a level at which an incentives package could work," Barnes said. "But, when a state puts together an incentives package, it has to make sense for taxpayers, long-term."

Rep. Stephen Webber, D-Columbia, told the the legislative body during Friday's debate that he would vote against the bill because it goes against small businesses.

"Just because you're big doesn't mean you should get to pay a lower tax rate," he said. "I agree if you're going to give away a tax revenue, you need to do it across the board."

Other Mid-Missouri legislators voted for the bill because of its economic opportunity.

Rep. Mike Bernskoetter, R-Jefferson City, voted "yes,' as did Rep. Jeanie Riddle, R-Mokane, and Rep. Caleb Jones, R-California.

"Any time we have an opportunity to bring jobs to Missouri, I think we need to do everything we can to do that," Jones said. "What was really important about this piece of legislation is that there are certain milestones set - if jobs weren't created for the state and revenue brought into the state, we wouldn't give out any support."

Riddle said bringing Boeing to Missouri is an "opportunity to put people back to work with really fine-paying jobs, as well as the supplying and retail effect that goes along with that."

"Why would we not give an opportunity to pursue this?" Riddle asked.

She noted there are many states in the running for the Boeing plant.

"But, it's an opportunity for people to go to work," she said.

House roll call vote

The 127-20 vote Friday by which the Missouri House gave final approval to legislation authorizing tax incentives for Boeing Co. to build an assembly plant for commercial airplanes in Missouri.

Voting "yes" were 84 Republicans and 43 Democrats.

Voting "no" were 17 Republicans and three Democrats.

Not voting were eight Republicans and six Democrats.
