ST. LOUIS (AP) - A Missouri judge says a state law requiring unaccredited school districts to pay for their students to transfer to other districts cannot be enforced because it violates the Missouri Constitution.
St. Louis County Circuit Judge David Lee Vincent III ruled Tuesday in a case involving transfers from the unaccredited St. Louis district to the nearby Clayton district. The St. Louis district would have had to pay the tuition and transportation costs of students who transferred.
Vincent concluded the school transfer law violates the Missouri Constitution's ban on unfunded mandates.
The St. Louis Post-Dispatch reports (http://bit.ly/JA8MNz ) a lawyer for the losing side said he plans to appeal.
Missouri has other two unaccredited districts - Kansas City, and St. Louis County's Riverview Gardens district.
