Neighbor: Police slow to respond, waited amid pleas for help

A man at the scene of Sunday's homicide said Jefferson City police responded too slow to the shooting and didn't immediately help the victim while other residents were trying to save his life.

Charles Decarr heard the argument that led to the shooting, then called 911 after hearing four shots.

He said police arrived first, after about 10 minutes. Cole County emergency medical services ambulance and Jefferson City firefighters also responded, he said.

The officers who first arrived waited another 2-3 minutes until other officials had responded to walk down the steps to 1029-B Buena Vista St., where residents were attending to the shooting victim.
