County refinancing jail debt

The Cole County Commission on Thursday approved a resolution authorizing UMB Bank to refinance its 2007 debt for the new Cole County Jail.

Joy Howard, of WM Financial Strategies, the county's bond adviser, told commissioners in August that refinancing the first $10 million of the jail debt could save about $400,000.

On Thursday, Howard said the refinancing actually would save more than $478,000.

In other business Thursday, the commission directed:

• Sheriff's department officials to work with technicians on a proposal for overhead paging options in the new jail. Officials said such a system is needed because, in some parts of the new facility, including some hallways and the garage area, there was no way to notify civilians if an emergency had occurred such as a tornado warning, and people needed to take action.

• Architects Alliance to get some minor changes made in bathrooms on the courthouse third and fourth floors, to meet requirements of the federal Americans with Disabilities Act (ADA).

The changes include moving some signs and equipment in bathroom stalls.
