Barnes, Jones launch new federal amendment bill

Freshman state Rep. Jay Barnes and House Floor Leader Tim Jones - both Republicans and both lawyers - have filed a new resolution asking Missouri lawmakers to support changing the U.S. Constitution.

Barnes, Jefferson City, and Jones, Eureka, filed their new resolution Thursday, asking Congress to submit a "Repeal Amendment" back to the states for their consideration.

The proposal says the states could repeal "any provision of law or regulation of the United States," whenever two-thirds (34) of the states "approve resolutions for this purpose that particularly describe the same provision or provisions of law or regulation to be repealed."

Three-fourths of the states - 38 - would have to approve the proposed amendment before the federal Constitution could be changed.

In a news release, Barnes noted the resolution is weaker than the two lawmakers' earlier resolution asking Congress to call a convention to amend the Constitution.
