A Jefferson City man has been on a public crusade for more than four months against a local mental health provider because it won't give him copies of his patient records.
Since April, Cal Winter generally has spent six-hour days, five days a week, plus some time on the weekends, picketing New Horizons Community Support Services. He uses a 6 1â„2-foot-tall sign to catch the attention of passing motorists.
