Missouri lawmakers discuss role in voter-approved initatives

Under what circumstances, if any, should lawmakers repeal or amend a law approved by voters?

Legislators this session are expected to face that question again in the form of an attempt to repeal Proposition B, approved in November by Missouri voters.

Proposition B places additional restrictions on dog breeders. It established a maximum number of breeding dogs and set minimum standards for facilities and veterinary care.

The law won 51.6 percent of the popular vote. It won substantial majorities in metropolitan areas, but was rejected in 103 of the state's 114 counties, including all Central Missouri counties.
