Some of Missouri's blind residents are back in the Capitol this year, asking state lawmakers to improve living conditions for the blind and other Missourians with some disabilities.
Citing a case from last May, the National Federation of the Blind's Missouri chapter urged lawmakers to pass state Sen. Scott Rupp's bill involving termination of parental rights cases.
Rupp's bill (Senate Bill 134) says the disability should not be the reason for a termination, unless there is a showing of a "causal relation" between the disability and harm to the child.
