ST. LOUIS (AP) - Missouri voters have approved a measure giving residents of St. Louis and Kansas City the right to decide the fate of earnings taxes.
Proposition A requires voters in the state's two big cities to approve existing earnings taxes every five years.
The measure has statewide effects, too: It bars other Missouri cities from imposing their own earnings tax.
St. Louis and Kansas City are the only two cities in the state that have an earnings tax, which is a 1 percent levy on the earnings of people who live or work inside the city.
Leaders in both cities say vital services will have to be cut if the earnings tax is voted down.
