Missouri's Revenue Department has issued about 95 percent of the refunds to taxpayers this year as it had issued a year ago, Anne Marie Moy, strategy and communications director for Revenue, told the News Tribune on Thursday.

"The Department has not issued all the refunds that are due to taxpayers," she said. "We are still reviewing returns that were flagged for manual review. Each year, the department issues a significant number of refunds during July and August."

Moy said in May "a number of things can flag a return, including filer error and potential fraud alerts," causing the manual review that takes longer to process.

Under state law, refunds not paid within 45 days of the tax reporting deadline - April 15 - must include an interest payment to the taxpayer for the delay.
