Evaluation template OK'd for State Street property work

With the deadline for redevelopment proposals for an East State Street property quickly approaching, the Jefferson City Housing Authority Board of Commissioners adopted an evaluation template for potential redevelopers Tuesday.

The board plans to use the template to evaluate submitted proposals for 608 E. State St. Proposals are due by 4:30 p.m. Oct. 29 at 1040 Myrtle Ave.

The template follows a point system, with developers awarded a certain number for meeting specific criteria. The evaluation template considers the qualifications of the developer, the proposed redevelopment details, proposed budget, purchase price and the impact the project would have on removing blight in the East Capitol Avenue Urban Renewal area.

"We are excited at the interest that has generated in response to our request for proposals," Housing Authority Executive Director Cynthia Quetsch said in a news release. "Providing the template to all interested parties gives the redevelopers notice of what the board is looking for when evaluating the proposals and will make comparison of proposals easier."

The Housing Authority, acting as the Land Clearance for Redevelopment Authority, has not received redevelopment proposals for the property as of Wednesday.

The Housing Authority Board of Commissioners will review the proposals in closed session Nov. 13. The board previously said it would review proposals Nov. 20.

The property at 608 E. State St. is the first in the urban renewal zone to become available for redevelopment.

The Jefferson City Council approved the East Capitol Avenue Urban Renewal Zone in 2016 - bordered by East State, Lafayette, East High and Adams streets - after a study deemed the area blighted due to deteriorating conditions of some properties.
