The annual Jefferson City Juneteenth Emancipation Program began 17 years ago and has expanded to include a Heritage Festival in Ellis-Porter Riverside Park in addition to the commemoration at Lincoln University's Soldiers Memorial Plaza. The event commemorates the last U.S. slaves freed in Texas on June 19, 1865.
