Moniteau library issue on Nov. 7 ballot

A ballot measure concerning a new county library proposal will be placed before Moniteau County voters in the Nov. 7 election.

The Moniteau County Commission on Aug. 24 ordered Proposition A to be put before voters.

The issue was the result an the initiative petition presented to the county clerk Aug. 18, which had 676 approved signatures - more than the 400 actually required.

This measure follows a ballot proposal approved in the city of Tipton on Aug. 8 to create a municipal library district for Tipton residents.

Proposition A would include all of Moniteau County, excluding the existing municipal district at Tipton.

The first county library district, which went into effect 25 years ago, was based on six Moniteau County school districts. At that time, those residing in Moniteau County but who lived in the school districts of other counties - Cole County R-1, Cooper County R-5 and Miller County R-1 - were not eligible to vote in the election.

That first county library district was found to have been created illegally, and was declared dissolved in February with a ruling by Judge Donald Barnes.

Upon passage of Proposition A in November, all Moniteau County residents would have access to free public library services for the first time.

Proposition A provides for a library tax of 12 cents per $100 assessed valuation, the same amount as the levy, which was in place before the former county library district was dissolved. Property owners in the new district, who had paid a county library tax, would see no tax increase.
