Body in concrete-encased container in Fulton identified

The body found earlier this week in a Fulton storage unit has been officially confirmed as missing man Carl DeBrodie, Fulton police said.

Meanwhile, Missouri's Department of Mental Health has ended its contracts with Second Chance Homes LLC and launched its own investigation.

DeBrodie, who had lived in a home operated by Second Chance for nine years, was reported missing April 17.

The Boone/Callaway County Medical Examiners Office positively identified the body, found Monday in a local storage unit, on Friday.

"(The body was there) not days or weeks, but it has been there for months," Police Chief Steve Myers said. "How many, we don't know."

Myers previously confirmed DeBrodie's body, which was wrapped in plastic and encased in concrete, was in an advanced state of decay. He apparently was dead long before the supported living facility, then managed by Second Chance Homes, reported him missing.

The Department of Mental Health forms contracts with supported living homes like Second Chance to provide services.

"We at the Department of Mental Health are deeply saddened and disturbed by the disappearance of Carl Lee DeBrodie," said Mark Stringer, director of the Missouri Department of Mental Health. "We extend our sincere condolences to his family and friends."

Stringer explained that when it became clear DeBrodie had been missing before Second Chance reported it, the department terminated its contracts with the company.

He added that the department's investigation into Second Chance and DeBrodie's disappearance will be coordinated with law enforcement.

Ownership of the group home was transferred recently to Finck & Associates, who Stringer said is fully cooperating with the department's investigation.

Myers said Thursday the police department is continuing its investigation.

"We've got some other search warrants we're working on today," he said.

He added no one has yet been eliminated as suspect, but warned against listening to speculation.

"There's so many rumors out there that are false, including pretty much anything you see on Facebook," Myers said Thursday.
