New board member, secretary on 911 board

CALIFORNIA, Mo. -- Troy Eddy was appointed by the 911 Emergency Dispatch Center Board of Directors to represent District 1. The appointment was voted on at the March 15 meeting, following discussion.

Eddy replaces Andrew Geiser, who moved out of the county. He resigned, since he was no longer eligible to sit on the board.

The board also made another personnel decision, making a change in the position of board secretary. The director has been serving as secretary during meetings for several years. In November 2016, the newly-elected board decided to fill the position outside the board, to avoid any conflict during meetings in which it might be a problem, such as closed portions of meetings.

Leslie Bagwill, Syracuse, was present and approached the board, declaring her interest and qualifications. After discussion, the board unanimously approved to accept her offer as an independent contractor as board secretary at a rate of $75 per meeting. She will begin her services at the next scheduled board meeting.

In other business, Director David Bledsoe asked to have two employees receive training in EMD-Q, which is the process of reviewing medical calls for quality assurance and adherence to protocol. The cost is $500 per employee for two days of training, which will be done in California. The board unanimously approved the training, which is scheduled for May.

In his report, Director Bledsoe reported that Addressor Corey Sullivan attended the ARC/GIS Conference at Tan Tar A last month and received training in GIS maintenance. He has been implementing this while updating the GIS information. The goal is to eventually maintain the GIS database in-house. This should save money. Currently, GeoComm does most of the changes.

Bledsoe also reported that he and two employees will be attending the MoAPCO conference in Branson the last week in March. He will also attend the Missouri Director's Association meeting, while there. They look forward to some excellent classes. Bledsoe will gather more information on the legislative efforts to support Missouri 911 centers moving through the state house and senate.

The installation of the new dispatch consoles has been set for April 24. Installation of the new West/Intrado 911 phone system is scheduled for the middle of May. The new truck has been ordered. It should be received about the end of April.

Near the end of the meeting, the board went into closed session to discuss the six-month performance review of the new director, pursuant to RsMO 610.021. The board came out of closed session less than 15 minutes later. No vote was made. The general consensus of the board was that the members are pleased with the director's performance of his duties, and agree with the direction he is leading MCED.

According to the treasurer's report, sales tax received was $80,996.41. The MMDA account balance March 15 was $707,642.98. The CDs balance as of Feb. 28 was $236,151.38. Payroll totals were: Feb. 23, $10,688.55; and on March 9, $11,663.47. Overall payroll taxes for the pay periods totaled $9,166.64. Total accounts payable approved at the meeting was $17,244.68.

The next meeting is set for 6 p.m. March 15 at the 911 office.
