Cole County grand jury indicts four this week

The Cole County grand jury handed down a number of indictments this week, finding there was enough evidence to send the cases onto the circuit courts for possible trial.

Among those indicted were:

• A Jefferson City man charged in connection with an arson fire last month. Patrick Glavin, 43, is charged with second-degree arson and animal abuse.

According to fire department reports, the 1½-story home at 1112 Jackson St. was spewing fire and smoke when the first crews arrived on the scene. Glavin met the responders as they arrived, falsely telling them someone was inside.

After fire crews found no other occupants, they had the fire under control within 25 minutes.

Glavin was taken to the police station for questioning, where he admitted to a domestic incident with his partner, who was not in the home when he poured gasoline on mattresses to start the fire.

A joint investigation by Jefferson City police and fire departments along with the State Fire Marshal's office confirmed the information.

The home sustained heavy fire and smoke damage throughout, and a dog inside the residence was killed.

• A Jefferson City man in connection with several vehicle theft cases. In August, Robert L. Keating, 43, of 419 Windridge Court, was charged with felony theft, second-degree property damage and driving while revoked.

In the beginning of August, Jefferson City police were investigating a number of vehicle break-ins throughout the city.

Typically, the thefts were parked vehicles at fitness facilities or nature/walking trail areas. Vehicles that had valuables, such as purses locked within but exposed, were targeted.

A JCPD probable cause statement showed authorities reviewed security camera footage after another smash-and-grab break-in occurred at the Capital Region Health Plex, 1423 Southwest Blvd.

From that footage, Keating was identified as he got out of a vehicle parked next to the victim's vehicle and got back in his vehicle a few minutes later. The victim in this case had her driver's door busted out and her purse stolen.

The victim's credit card, which was in her purse, had an unauthorized use at Walmart on West Stadium Boulevard shortly after the theft. There was also an ATM withdrawal of more than $500 from the victim's account shortly after the theft.

Detectives were able to determine Keating was in the Boone County area near Finger Lakes State Park. Boone County authorities located him in a vehicle, and a pursuit began. Keating jumped out of his vehicle when he drove off into a hay field near Route VV. After a short foot pursuit, he was taken into custody.

• A Holts Summit man in connection with a February vehicle crash in Jefferson City. Jason Winters, 37, is charged with second-degree assault and possession of a controlled substance.

The crash occurred at Missouri Boulevard and West Stadium Boulevard.

Winters was stopped at a red light on Missouri and began to turn left onto West Stadium while the light was still red. He turned in front of another vehicle, causing the crash. He also struck another vehicle before hitting a guardrail.

The driver of the first vehicle was treated for injuries.

Winters had slurred speech when officers talked with him. He told officers he had earlier smoked K2, a synthetic form of marijuana.

A search of Winters' vehicle found six bags of open K2 in his wallet and a pipe and metal rod used to smoke the substance.

• A Jefferson City man for an aggravated assault that occurred in the 800 block of Mulberry Street in August. Christopher Page, 22, is charged with first-degree assault and armed criminal action.

A Jefferson City Police Department probable cause statement shows the female victim was taken to a local hospital and was found to have lacerations to her face and had sustained two skull fractures caused by blunt trauma. The emergency room physician also found the victim had severe bruising around her throat, indicating she had been chocked.

The 18-year-old victim said Page assaulted her after she told him their relationship was over.

The victim said the last thing she remembered was talking to another man on the phone, walking into her bedroom and Page beginning to assault her.

Page has a prior conviction in Texas for assault.
