Holts Summit board continues trash talks

HOLTS SUMMIT, Mo. - The Holts Summit Board of Aldermen has received a counter offer to the waste service provider contract for the city.

The board voted unanimously last month to move forward with proposed changes to the city's trash service, giving City Administrator Brian Crane and staff approval to begin negotiations with Republic Services - formerly Allied Waste Services - to develop a five-year contract between the solid waste service provider and the city of Holts Summit.

The contract negotiations with Republic Services does not include making trash service mandatory in the city - something the board has debated as a potential change for many months.

The city proposed five-year contract that included:

•Optional trash service with a required 96-gallon cart for residential service;

•$3.25 per home for an optional recycling service (with at least 600 participants);

•Republic would handle billing, not the city;

•No fuel surcharge fee;

•3 percent annual price increase for customers;

•5-year term with rollover; and

•5 percent franchise fee paid to City for street fund.

In its counter offer, Republic Services proposed decreasing the franchise fee the company would pay to the city from 5 percent to 3 percent - a difference of about $2,000-4,000 a year, Crane said. The other difference was that the rate for trash service included a 3 percent fuel recovery fee.

The board tabled action on the contract to allow time for further negotiations between the city and Republic Services.

In other news, the city appointed Ramona Huckstep to the city's Planning and Zoning Commission for a four-year term. The board also awarded a bid for roofing at the Police Station, awarded a bid for the siding at the Civic Center at Greenway Park and entered into a contract with Shafer, Kline and Warren, Inc. and authorized them to start design work for the Holts Summit Trail Connection Project Phase II.
