Contract for Cole County stormwater improvements approved

Commission discusses Thursday Night Live funding, St. Martins' leash law

The Cole County Commission has approved a contract with Stockman Construction for Woodward Lake Subdivision stormwater improvements and asphalt overlay.

This area includes Sharon Drive, Woodward Lane, Kay Avenue, Angelia Avenue and Gary Lane.

The $1,035,700 contract includes $69,000 in sewer improvements to be done by Jefferson City, which the city will pay for.

The county will pay for the work through stormwater, road construction and resurfacing funds.

Work will start at the end of the month and should be done by mid-October.

Also at Thursday's commission meeting, commissioners indicated they would approve $2,500 for an amended schedule of Thursday Night Live events in downtown Jefferson City in September and October.

Stephanie Bell, president of the Downtown Association, said they plan to do an event Sept. 10 in conjunction with several arts events, including Jazz Fest. They also plan to conduct another Zombie Night Live on Oct. 29 to coincide with Halloween.

Bell pointed out thousands of visitors have been brought in during the spring/summer Thursday Night Live events, so the commission should consider these events as economic development and worthy of funding.

In March, the commission decided to use the $10,000 they had given for October Thursday Night Live activities last year in other ways after bad weather forced most of those events to be cancelled.

Also Thursday, commissioners entered into an agreement with St. Martins for the sheriff's department to enforce the leash law in that community.

Last year, some St. Martins residents came to the commission asking for assistance with unleashed dogs in urbanized areas. However, at that time, Sheriff Greg White said unlike other towns, such as Russellville, there was no contract with his department to pick up stray dogs and take them to the Jefferson City Animal Shelter.

He said Russellville pays the department $100 per dog that's picked up.

The agreement signed Thursday with St. Martins mirrors what the department is doing in Russellville. If the department has to pick up a dog, they take the animal to the Jefferson City Animal Shelter and the community reimburses the county the $100 cost.
